Richard is a Civil Engineer by training. He served in the Peace Corps' Municipal Management Program in Venezuela 1969-1971. At the US Environmental Protection Agency in 1974-1975, he helped to implement the Clean Water Act grant program building sewage treatment plants in the Bay Area to meet secondary treatment standards. At the California Regional Water Quality Control Board from 1977-2005, he was involved with the cleanup of solvent spills from electronics firms in Silicon Valley, served as Division Chief of the Groundwater Protection Division, and in his last years served as Regional Board liaison to the Watershed Management Initiative in Santa Clara County and author of Regional Board permit for the Guadalupe River Downtown Flood Control Project and Guadalupe Creek Restoration Project. He was Program Coordinator of the Santa Clara County Creeks Coalition from 2005 to 2010. His dream is of restoring the streams of Santa Clara County to be "living streams".
